Chief Service Officer of the Illinois Student Assistance Commission

Jacqueline Moreno is the Chief Service Officer of the Illinois Student Assistance Commission (ISAC), where she has spent more than two decades working to ensure that Illinois students — particularly those who are first-generation or underserved — have the knowledge and resources to pursue their educational goals.

In her current role, Moreno oversees all ISAC’s direct service work, directing outreach, guidance, and support for students, families, schools, colleges, and partner organizations across the state. Her portfolio spans financial aid advising, college planning, and the full range of state and federal grant and scholarship programs. Over a career of more than thirty years in higher education access and financial aid administration, she has led key ISAC divisions including College Access & Outreach and championed signature initiatives such as ISACorps — a statewide near-peer mentoring program that connects recent college graduates with high school students to build college-going knowledge and confidence.

Moreno’s work is animated by a consistent through-line: expanding equitable access to postsecondary education and making sure that the students who most need support know how to find it.
